Allow staff to override if an item type is not requestable
We would like some books (like a reference book) to be non-requestable for a student. However, we would like for staff to be able to put in a request on a student's behalf for a reference book, or perform an override when appropriate.

The current override options allow only overriding:
* On Shelf Request Policy
* Copy is already requestedMy understanding is that this request is for a button on the request form that should enable staff to override the requestability/limit hold policies. Clicking the button should enable submitting the request while overlooking the preventing policy.
The same should be possible also for booking requests -

It would be helpful to us. We have a Print Book DDA program where we will purchase books in the discovery pool for just about all patron groups. However, we are not able to put in a request for undergrads when their books are purchased and processed.

I have attempted to do as Moshe suggested and use the 'Override On Shelf Request Policy' functionality but got an error message: 'No items available for the request due to policy.' Also, there was an enhancement request related to this in NERS 2018: 'Enable staff users to override any TOU' (5179), which suggests it isn't possible at the moment.

The Override On Shelf Request Policy button in the Alma request form should enable you to request an available item that should otherwise not be requestable becasue it is on shelf. See https://www.screencast.com/t/dAQg6Gy7cG

It would be helpful for us, also. We do not allow patrons to place requests on items that are available on the shelf. Occasionally, we would like to do that for a particular researcher, but have not found an easy way for staff to place the request and move the item to the hold shelf.

Would like to see Ex Libris add a Block Preference to allow staff (e.g. OPERATOR, MANAGER, etc) to override the Fulfillment On shelf Request Policy - "No Requesting" rule.

In Alma the patron has 5 current physical item requests. On creation of a sixth one in Alma, a message appears advising that the patron has reached their request limit, but there's no ability to override for Alma staff.
