Open / Closed Stacks Request Possibilities Priority
Currently, when a library owns a title in several copies, and that some of these copies are dispatched between physical locations attached to both closed and open stacks fulfillment unit, all copies behave like open stacks.
In other terms: if we have two items, one in open-stacks and one in closed-stacks, title-level requesting is blocked as long as the open-stacks item is available. Hence, open stacks configuration takes precedence over the closed one.
We would like that whenever an available item is stored in a closed stacks location alongside other open stacks available items, users still can request the item from Discovery, request being placed on the closed stack item.

Maybe to help understand our situation at the moment:
1) Books from the open stacks have to be fetched by the patrons themselves, they can't be requested to a pickup library
2) Our IZ has a free local courier service; our libraries are placed all over the city
3) When we have a second copy in the closed stacks of an item in open stacks, the second copy can not be requested via the local courier (= with another pickup library in our IZ than the one owning the books), although the item policy would allow it.We would like to be able to change 3).

We agree with Manu Schwendener, we are missing an additional option to enable requesting the items from the closed stack if open stacks items are available.

You may want to take a look at the On Shelf Policy option "No requesting from available holding". Tis option means that no item under the BIB record can be requested when in all holding records there is an item available on shelf but if in any holding there is no item on shelf, the request is possible and will be attached to one of the items under this holding.
