Create option to keep CZUTL deleted portfolios active in Institution Zone
When portfolios are deleted from a non-auto-active electionic collection and notifications for this appear in the Community Zone Updates Task List, the portfolios stay unlinked in your institution zone but are deactivated. Often these are portfolios that represent access that still exists for the institution and we merely reactivate the local portfolio. We would like to be able to select an option to keep these portfolios active in our institution zone. If they are really no longer necessary, we can delete them when we review the CZUTL, but it would save us time if the portfolios were not deactivated automatically.

Sometimes titles in an EBA collection are deleted from the CZ collection because the provider is not offering them to new customers. But existing customers may retain access until their contract term ends.
We have the service activation setting 'Automatically delete portfolios removed from service?' = No. So the portfolios deleted from the CZ collection are localized and deactivated.
Would it be possible to add an option on the service activation page to select to keep the localized portfolios activated? -

The current data update model does indeed cause some important resources to be unretrievable in the discovery system, which affects user experience. At the same time, it creates challenges for librarian management. It is hoped that this functionality can be optimized.

Currently, when collections are linked to the Community Zone (CZ), they can be configured as either auto-delete or non auto-delete. This setting determines the handling of activated portfolios that are subsequently deleted from the CZ:
* In auto-delete collections, portfolios removed from the CZ are automatically deleted from the Institution Zone (IZ).
* In non auto-delete collections, portfolios removed from the CZ are localized, deactivated, and retained in the IZ.We propose an enhancement to the non auto-delete behavior:
Introduce an additional configuration option that allows localized portfolios to remain active in the IZ even after they have been deleted from the CZ. This would provide institutions with greater flexibility in managing CZ-linked e-resources and ensure continued access to portfolios that may still be relevant locally, despite their removal from the CZ.
As before, deletions from the CZ will be reported in the CZUTL.
