Holds on behalf of patron
We would like staff operators (perhaps with certain roles) to be able to place holds on behalf of patrons regardless of TOU settings.
Additional information: we don’t allow our undergraduate user group to place holds on items that are currently available in our local collection, just on items that are checked out. In the testing I’ve been doing, configuring that TOU option also prevents staff from placing a hold on an available item on their behalf.
To remedy this we’ve allowed undergraduate students to place holds in the TOU but hid the hold request service on the Discovery Display Logic. Because the service is hidden, undergraduates can’t place holds on any item.
Is there a way for us to prevent undergraduate students from placing holds on available items but still allowing staff to place a hold on their behalf?

Moshe, thank you for the speedy reply. If we set the Fulfillment Unit's On Shelf Request Policy to 'No Requesting' will that prevent AFN requests from coming through? Thanks again.

Setting the Fulfillment Unit's On Shelf Request Policy to 'No Requesting' (see https://www.screencast.com/t/dACm9DIjfD3m) will make onshelf items not be requestable for patrons, but still allow ataff to override this when placing the request in Alma, see https://www.screencast.com/t/6LwYJmGKKHjM
