Add ability to prevent addition of identifiers to user accounts
There is a privilege in several Alma roles of USER _ IDENTIFIER _ UPDATE. This specifically allows a user to edit an existing identifier, including deletion. There is no associated privilege to remove the visibility of the 'Add identifier' option. If the update privilege is removed in an attempt to prevent staff adjusting this key identifier information, this leads to the situation of staff still being able to add an identifier, but then they can't edit or delete what they just added, even in cases where they might have mistakenly entered it incorrectly. We should have the option to prevent staff from adding identifiers at all, as we manage this completely in upstream source systems for import into Alma, and we have issues with records not syncing properly and data drift. There should be a privilege added such as ADD _ USER _ IDENTIFIER, to all the roles which have USER _ IDENTIFIER _ UPDATE, which controls the visibility of the 'Add identifier' option in the Identifiers tab of a user account, which sites can then choose to remove as we need by request to Ex Libris Support.
