Create ACS eBooks Collection 2024

I'd like ExLibris to create a CZ collection for "ACS eBooks Collection 2024" so that we can activate the content and make it available to our users via our discovery layer.

    ACS in focus #4 could be added as a standalone CZ package (1-3 already in there, but 4, a distinct package from ACS, isn't yet)
