Prioritize requests by location or fulfillment unit
When a user submits a request at the title level in Primo VE there should be a way to prioritize certain items in a holding by location or fulfilment unit. For example, if a book has copies available in a circulating location, but there are also copies available in a non-circulating collection that is managed by a Reading Room desk, the circulating item should always get priority.

I totally agree with this idea. One other example: if main library and branch library own same items, the one held by main library should be circulated first, because the logistics is faster.

I agree. We have items that are on browsable shelves as well as in a remote storage location. We would prefer the remote storage location be prioritized as those requests are automated and can be ready for customers in a couple minutes as opposed to an employee having to go out to the shelves to pick the request.
According to a case I submitted to have this modified, "it seems to be outside the current scope of Alma to prioritize requests based on item location. For title-level requests, Alma chooses an appropriate item based on the several criteria (like availability, policies, remote storage configurations, pickup location), but Alma does not currently support prioritization based on specific user-chosen locations, or an institution-preferred location."
