Give General Electronic Services controls to Discovery and Eresource Management Roles
The settings for General Electronic Resources are nested in the Fulfillment Configuration menus and require the Fulfillment Administrator role. However, General Electronic Services deals with creating and displaying links based on different parameters, such as a link to a problem report form, to external link resolvers, search services like Google Scholar, and many other potential services. GES is, as I see it, fits more in Discovery Configuration (controlling what shows up for end users) or Electronic Resources Management (controlling which links for external services show up). I propose that anyone with Discovery or EResources Manager Roles should have access to add and edit General Electronic Services.
This idea may be most relevant in consortia implementations, where Fulfillment settings are carefully locked down and the general administrator is not local.

Discovery Configuration is only for Primo VE customers for UI elements, so I don't agree that GES is a better fit there than Fulfillment, which is an Alma configuration menu for all Alma customers and which is focused on access ie more service links.
I strongly disagree that Administrator level privileges of such high visibility to users with associated significant risk assessment should ever be added to Manager level roles.
Only Administrators should be able to implement, adjust, or delete new user services.If this is developed, please do so as opt-in only as first preference, and as second preference please do not embed it in existing privileges but add new ones which allow for customers to request these privileges be removed from the roles.
