Metadata Editor, New menu for Rules needs Placement Options choice
In the new metadata editor, when a user has either records or templates selected as the working context, the New menu includes a choice for Placement Options that allows the user to change where records are saved (IZ or NZ). At present (5/13/2021), when Rules is the editing context, there is no ability to change where rules are saved.
Without access to the Placement Options dialog, a user has to save and close the rule being edited. Then the user must change to one of the other contexts (Records or Templates) in order to access the dialog and change to local or network.

I just wasted 3 hours trying to figure out why I couldn't use a rule that I had saved as "Shared" in a process. On top of the default placement option being "Network" and the docs not actually saying that the rule must be "Local" to show up in the MarcDroolNormalization process Task Parameters List, not having the Placement Options menu item under the Rules menu is bizarre. You've got my votes!

This is a really important option, especially since the placement of Rules determines their availability when trying to create a process.
