Send patron a confirmation email once a hold request is submitted
Patrons are expressing confusion as to whether their request was actually submitted. We propose that a request confirmation email be sent to the patron as soon as the request is submitted, as is done with other online order forms.

In my opinion the confusion stems from the fact that in Primo VE there is no indication _during_ the submit process that the order is being processed.
