Allow each items’ request policy with specific parameters (location, keyword etc.) to be excluded from the title-level request policy

But we are dealing with ASRS in our case so I thought it might be a little more elaborate.
We would like to have the option to allow each items’ request policy with specific parameters (location, keyword etc.) to be excluded from the title-level request policy.
Currently we have "No requesting" as our general policy that's applied to all of our items except for the ones in ASRS. The problem is that when items with multiple copies and identical call number exist both at open-stack library and ASRS, the No requesting policy takes precedence over everything else even if ASRS items are set as requestable.
It would be beneficial if the patrons are able to choose freely where they want to request from based on the items’ availability instead of having No requesting applied across all locations, especially when the item is actually "requestable" in ASRS.

If you use a 'No Requesting' On Shelf Request Policy in the FU and set the request policy on the ASRS items to 'Allow for pickup anywhere regardless of availability’' the system should allow you to place requests, and they should bind only to the ASRS items. If that is not your experience, I suggest to open a Salesforce ticket.

Yes, we have try to set up 'No Requesting from available holding' for the The Fulfillment Unit of generalrequest,but that would also enable the general items to be requestable even though there are available items in other locations. This affects our general request policy.
However,we try to set up 'No Requesting' due to our request policy, and set up 'Allow for pickup anywhere regardless of availability' in the 'On Shelf Request Policy' for locations of RS item. I think is caused due to ' This will work only if all holding records belong to fulfillment units with identical On Shelf Request Policies. If some holdings belong to FU with "No requesting from available holding" and others belong to FU with "No requesting", a title level request will pick the stronger of the two policies (which is "No requesting").'

I am not sure I fully understand the requirement but would like to note:
1. The Fulfillment Unit may be set up with 'No Requesting from available holding' instead of 'No Requesting'. That would enable the RS items to be requestable even though there are available items in other locations.
2. In the request terms of use there is a policy ('On Shelf Request Policy') that allows overriding the Fulfillment Unit's on shelf policy for specific items/locations/user groups.
Can you elaborate on the request, and whether the above information is relevant to your inquiry ?
