don't mark zero usage SUSHI reports as invalid
When SUSHI harvests a report that has no usage for the selected dates, it is labeled as invalid. This is misleading. As long as all the correct headings for the report are in place, the report should be considered valid.

Report failure and zero usage are two VERY different things, and we need to know which it is. We want to know when a database zero usage, and we need to know that's specifically what it is. Not to mention, no one wants to waste time trying to fix a SUSHI report only to find out there's nothing wrong at all except that no one has used the database during that time period.

Yes, we are seeing "Failure" messages in our the job report for SUSHI reports that have no usage during that time period. The harvest hasn't failed here, there just isn't any data available.
This makes finding actual failed harvests difficult.
