Make Paying Fines/Fees-Waiving Fines/Fees a separate User Role in Alma and remove them from other roles
The auditors at our institution require us to limit the number of staff members who have this ability. We had to ask Ex Libris to remove PAYFINESFEES PRIVILEGE and WAIVEFINESFEES_PRIVILEGE from a large number of roles, most of which didn't even relate to fulfillment responsibilities during our implementation.
Our Student Assistants and Operators at the Circulation Desks should not have these privileges. But they did before we had them removed.
Approving Manager and Operator, Producer Manager, User Manager, Editor Full, Assessing Manager and Operator, Arranging Operator and Manager are all roles that I don't understand, and may not be assigned by us, but they do have the two fulfillment money handling roles. I know I had Ex Libris remove the Fines/Fees Pay and Waive privileges from other roles that were in areas other than fulfillment.

Has removing the PAY_FINES_FEES PRIVILEGE and WAIVE_FINES_FEES_PRIVILEGE privileges solved the issue ?

Student workers should not be allowed to waive/dismiss fines—only staff should have this privilege/role. We discovered our student workers could not change due dates or back date items collected from the book-drops with the Circulation Desk Operator-Limited role so we increased their role to the next level—Circulation Desk Operator, but this gave our students way too many privileges like the ability to waive fines. There has to be a role in between where our students can back date or change due dates for end of day items, but not have the ability to waive fines.
