Allow more flexibility in Display Logic rules
We would like to be able to construct Display Logic rules that hide a service based on the absence of a service. Currently (7/8/2016), the structure of rules only allow hiding a service based on the presence of a service.
Case in point:
We provide unmediated Get It Now for a handful of publishers. Obviously, we do not want to offer Get It Now if a full text service exists. However, because Alma considers Get It Now to be a full text service (which is a discussion for another day), we cannot use a "hide Get It Now if full text service exists" rule, because Get It Now will hide itself. A more useful option in this case would be the ability to create a "hide Get It Now if full text service exists with interface not equal to CCC Get It Now" rule.
There are a number of situations in which this change would be useful, but the above is the biggest for us.

Here's another example:
Our Law Library subscribes to Westlaw Law School, which is not available to non-Law users. For a significant number of journals (4,500+ in our case), Westlaw is the only full text option. Because we hide our ILL GES link if full text exists, non-Law users are left with no route to full text when they encounter articles from such journals.
We'd like the ability to hide General Electronic Service ILL if full text service *not exists* with interface Westlaw. That way, results where the only full text service is Westlaw will also display our ILL link.
