Why can't the library relations be used to limit the delivery options ? Also, the Fulfillment Unit's 'On Shelf Request Policy' can be used to limit requests on available items, for example for pickup in different campus only. Can that not be useful for this requirement ?

An error occurred while saving the comment What happens if you configure the lower priority copies to be at a Fulfillment Unit that allows requesting only non available copies (the FU's 'On Shelf Request Policy' attribute) ? Would that not achieve the purpose of having the FU's copies be selected only if other copies are not available ?

The fulfillment network allows exactly this type of functionality. A user can walk into any library in the network and check out an item using her home library's patron ID. The process works by the system automatically creating a patron account at the lending library. The patron account is linked to to the patron account of the home library, so that updated to the patron account at the home library automatically happen also at the host library.
This process gives the lending library control over the lent items. The loan is registered at the owning library, which can control its terms of use, track the loan status, manage the courtesy and overdue notices etc.

The order of the services is designed to highlight a 'preferred' service on the right, with a 'Cancel' action next to it, and then less preferred actions further to the left. This is a general new UI design. With this in mind, the digital services have been considered the preferred services.
That said, the list of services that shows up should include only services that are available for this user for this record. Thus, if digitization is not a valid service, it is not expected to be found on the list. If this is not your experience, there may be some defect that needs to be fixed.

I can suggest suppressing the cancellation letter based on the owner of the request (the resource sharing library) or some other attribute in the letter XML.

Are you familiar with the Alma Course Loader ? This loader allows bulk deletion of courses, including their reading lists, based on an input file containing course codes. The Return Items interface is intended to be the place where checked in items are wanded in, and are automatically moved on through their workflow by the system. That means that putting in transit or managing of personal delivery steps should happen in this interface just as it does in the Scan In Items interface. If this is not your experience, I suggest that you submit a case describing what you're seeing.
