Implement Automatic Upload of Electronic Holdings for Perlego eBooks

Implement auto holdings (autoholding, automatic upload of e-holdings) for Perlego eBooks.

This will allow for automatic update of the collection based on most recent institutional holdings file received from Perlego.

As is already available for ProQuest, Springer, Elsevier, Wiley, and other publishers.

    This implementation would be really useful since Perlego has a huge collection and it's often diversified for different institutions
