Request data should be fowarded to available item immediately
The patron A requests on title-level that there are multiple available items,
one of those items will be in "pick from shelf" list.
Patron B might check out the requested item before staff picks it from shelf.
If the library has a policy that allows to override requests, Patron B can check it out
even if an alert is displayed.
In that case, even if there are other availble items, the request will remain under the first item
and the first item will still in "pick from shelf" list. Alma does not make a next action.
If patron C accidentally checks out another available item of the title, the request will be moved,
and staff happens to know there was a pending request.
If the request is immediately fowarded to the second availble item
when the patron B checks out, the requester (Patron A) does not heve to wait for getting the material.
If Alma changes behavior, it will be more effecient.
