Pin metadata editor toolbar when scrolling
Our catalogers would like the metadata toolbar (file-edit-tools) to remain at the top of the bib record so that they do not have to use the far right scroll bar to scroll up and 'uncover' it. This seems to happen when they have been working with a holding and then return to the bib. It would be great not to need that extra step.
