We need a profil who could view all information related to a license, including attachements. But this profil must not edit neither delete licenses, neither licenses' informations.

The September 2017 Release has added the role 'License Viewer'. This role can view (but not edit) licenses.

So add the attachment views to Purchasing Operator and Purchasing Manager.
