Yes to this. We had a patron with 67 items on loan that needed to be recalled and have their due date changed. They got emails for both processes for every item and weren't pleased. If a daily digest isn't possible, then when a bulk process is used, such as running a job to create work orders, or selecting all items from the loan tab and changing the due date, those notices should be sent via 1 letter.
