Allow Online Services Order to sort by current access
We need the ability to move to top of View It a service with current access (this means the coverage statement is open-ended, ie Available from 1998 - current).
Users get overwhelmed with the long list of services often displayed, and ordering the list according to interface or electronic collection name doesn't address the most important aspect, whether there is current access or not. As an example, on Proquest interface Z, journal title X may provide current access, but journal title Y on the same Proquest interface Z may only have archive access. We only want to put journal title X at the top, not journal title Y.
Solution: add a configuration to Online Services Order to move to top a service with current access (Until Year/Until Month/Until Day/Until Issue fields are empty).

I'm out of votes, Karen - but would welcome this functionality. We try to do this a bit by pushing publisher interfaces to the top but in some cases that backfires.

As a user of the View It interface, I want to see services with current access prioritized at the top of the list, so that I can quickly identify available resources without being overwhelmed by those that only provide archive access.
Acceptance Criteria:
- A configuration option is available to prioritize services with current access (where the Until Year/Until Month/Until Day/Until Issue fields are empty) at the top of the list.
- The list of services is sorted by:
- - Accessible to the user:
- - - Current Access
- - - Archived Access
- - Not Accessible to the user (if applicable)- The sorting is consistent regardless of interface, electronic collection name, or whether the service is held in IZ or NZ.
- Users can easily distinguish between services with current access and those with only archival access.

To clarify, this proposed configuration would take into account ALL services showing in the View It, regardless of interface or electronic collection.
