Mediate requests based on presence of certain fields
We would like to be able to mediate requests based on the presence or absence of certain fields, such as the page numbers. For instance:
For physical requests which include the number of pages in the book due to either an error in the patron understanding the blank form or a database importing information wrong, anything that gets sent directly to a RapidILL partner gets interpreted by the system as a copy request. The lending library will either send back a bad citation or pass it on without filling it, delaying the request and wasting potentially multiple lenders' time. We'd rather fix the error ourselves, before sending it to anyone else.
Similarly, we'd like to hold back any physical requests with chapter information in them so we can ask the patrons what they're actually looking for - a physical book or a scan of a chapter.
