TOU should be hidden when users Not logged in.
In Primo VE, when a user is logged in, the TOU according to the user's category is displayed. However, when the user is not logged in, the TOU could be displayed as "Loanable" even if the book is loanable only to faculty members. When the user is not logged in, the TOU should be hidden.

I agree. That loanable / not loanable can change after logging in is really bad UX and we suppressed showing the label because of this (= set to NOT_DEFINED).
