Treat "and" and "&" (ampsersand) as interchangeable for the purposes of FRBR
There might be multiple local (i.e. repository) records for different editions of a book, where the title field of some editions features the word "and", but the title field of other editions features the character "&". At the moment, this results in two FRBR groups for that book on Primo VE - one group for the editions with "and" and another group for the editions with "&".
When determining FRBR groups for local (i.e. repository) records, "and" and "&" should be treated interchangeably, so that all editions of a book will be grouped together, even if the title has changed from using one to the other.
For example: "Mayson, French and Ryan on company law" should be grouped with "Mayson, French & Ryan on company law".
This was originally raised as a Salesforce case with Ex Libris, but they have advised us to treat it as an idea instead.

The FRBR mechanism should also disregard common punctuation, e.g. full stop, comma and colon.
"Svensk flora 1, Fanerogamer" should be grouped with "Svensk flora. 1, Fanerogamer", which is not the case today.
