    It is CRAZY to me that this functionality does not exist!!!!!

    At a cursory glance, it seems like this issue is related to migration, specifically POLs for electronic resources migrating to Alma as physical POLs. I have tried to add an historical POL to a portfolio and at times they don't turn up in the search, whether set to Active or All. The issue is the POL type -- if it migrates into Alma as a physical resource POL, it won't be available to attach to the electronic portfolio in my experience.
