I support this idea. There are 2 reasons why this is necessary from our standpoint: 1. We manage staff users and staff user roles centrally by folks in our library IT to better keep track of who has access to Alma. We don't restrict Alma's usage by IP address so potentially anyone could still have access to Alma even after they are no longer affiliated with the library. And with as large of staff as we have, this becomes troublesome to audit.
2.We also treat public users differently. These users are managed by various circulation managers. It would be easier for them to make necessary changes by giving them the ability to toggle users internally or externally. For example: if there is a mistake during user creation and the user needs to be made internal rather than external. We'd like to be able to give them the ability to toggle this setting without having to give them the User Manager role, which, for obvious reasons, we consider to be a high level administrative role. Even if circ managers are restricted, for instance, they can still assign high level administrator roles to any individual, which is a security issue for us and not in keeping with our administrative policies for account management.
