Add Create Request option to the Resource Sharing Requests task list menu
When manually creating a request (borrowing or lending) for a patron, you currently have to get into a list/set of requests before you can access the "Create Request" button. This is not intuitive because the request doesn't exist yet and it wastes time while you wait for a page to load that you won't actually be working with.
Offering the "Create Request" option from the Resource Sharing Requests task list menu puts this ability at an earlier spot to be able to start this request and doesn't waste clicks getting to an area that is not necessary. If one Create Request button is offered, you could then be prompted to select if it is a borrowing or lending request that is to be created.

The create request action is available from the all active requests list and it is available on search results.
