Improve handling of duplicates with common titles
Currently, Summon prevents certain common titles from participating in the match & merge process if they are on the "Bad titles" list or the reach a certain count in the "Overmatch" algorithm. This process should be improved so that "real" titles are allowed to merge.

We revised the match and merge rules around Overmatch as part of the upgrade to CDI. Hopefully this cleared up some of these issues. Please enter a new idea if there are specifics you’d still like to see included.

Potential recommended improvements:
- If there are more than three pieces of metadata that match besides title, and the non-title metadata matches well enough to allow a merge, the records should automatically match and merge
- Staff should be able to manually force individual items to merge
