Warnings when marking citations and lists complete when there are any pending statuses
If any citations are marked as being prepared, In process or ready for processing include a warning if the list status is being marked as complete.
If a copyright status is waiting for approval add a warning if citation status is being marked as complete.

I'd like to prevent librarians from marking citations as complete in Leganto when there is a file attached but no © audit/approval. Different but related.
