Enable Custom Configuration of Primo Normalization Rules for Local Authority Search

Current Situation: Local authority search records are currently displayed with hard-coded normalization rules (NRs).

Proposed Change: Allow users to configure Primo normalization rules for local authority search. This flexibility will enable us to normalize authority records and display fields according to our specific needs.
