Make online links available while file is waiting for copyright approval
If a citation (added either via the Primo search in Leganto, or via CiteIt) has an online link, then this is displayed for students (even if the item is still BeingPrepared instead of Complete).
But if the instructor then also uploads a file to the item and copyright approval is needed then
a) the file is unavailable to students until it's approved - this is good! and
b) the online link is now also unavailable to students until the file is approved
We'd like the online link to remain available regardless of whether or not a file is waiting for copyright approval. I can't think of any use case where the online link itself is subject to copyright clearance. Eg
A link to an Amazon book page, or an article pre-print, and the lecturer uploads a chapter or the final version of the article which requires copyright clearance. But the link is to a publicly accessible webpage and would be especially useful for students to access while waiting for the library to clear the copyright.
A link to an article we have subscription access to, but the lecturer mistakenly uploads a file as well. Students should have access to the link until the library can decline/remove the file as unnecessary.
If other libraries can think of use cases where access to the link should be subject to copyright clearance then perhaps this behaviour could be configurable.
