As we dont want the live tile to keep changing and leaving empty spaces based on whether the user has charges or not, we will not remove the icon. However, we have removed the badge from displaying if there is no charge pending

    This is a misunderstanding.

    The tile should stay, but the counter "0" should not be visible.

    A counter with a colored dot means "You have new messages" - showing a colored dot whith a zero is really confusing.
