    Use Cases 1: if an IZ regularly found better bib records from external sources and had a batch of records they would want to enhance/merge with the duplicate records in the NZ.
    Use case 2: When cataloguing has been happening in the IZ whereby records have been copied from the NZ to the IZ for enhancement and not shared back to the Network.

    It seems this provider has never provided us with metadata so I am changing this idea's category to "new provider".
