Allow libraries to toggle the 'Approve and order' option in the 'Manage Purchase Requests' workflow
We’ve recently discovered that our librarians, despite only having the selector role in Rialto, and thus not being able to directly place orders, are still creating POLs in Alma by selecting the ‘Approve and order’ option in the ‘Manage Purchase Requests’ workflow.
In our case, a few dozen POLs were created that had no vendor, fund code, shelving location, no platform or access model for eBooks, and no format or edition for print titles. Getting all of this after the fact from the librarians then editing the POLs is quite cumbersome and undoes a lot of the efficiency Rialto otherwise offers.
I’d love the ability for libraries to toggle the ‘Approve and order’ option on and off, as I can see how a lot of libraries wouldn’t mind or dislike this feature. We’d like librarians to do the ‘Search in market’ option in Rialto, then send us orders for approval with all the information we need for efficiency’s sake.

It would be great if this was "toggled" via more granular user roles! We get our Acquisitions staff to use Approve and Order if the item isn't available in Rialto. So we wouldn't want to switch it off entirely, but we definitely don't want to be in a situation where our librarians are doing this instead of the selector workflow.
My understanding is that Approve and Order is an Alma feature for purchase requests not connected to Rialto - so to have the option to give users the selector roles and not the Acquisitions roles to create non-Rialto POLs from the purchase request would be great
