Add a "Create cart templates" privilege to Rialto roles (or allow Rialto Admin role to view all Cart Templates in the institution)
We are just implementing Rialto and we would like to be able to control who can create Cart Templates by having a role privilege that can be removed upon request from particular roles.
Pre-Rialto implementation, we already have occasional problems with orders being created for the wrong physical location, for example, Course Reserves orders given the wrong permanent location which means that a holdings update needs to be done by our cataloguing team later down the track.
We would like to have a set of Cart Templates that all our staff make use of so that we know everyone is on the same page at the template stage.
If we can't control which Rialto roles can create Cart Templates, then at the very least we would like the Rialto Administrator role to enable oversight of all Cart Templates, whether they are set to private or not.
One of these two solutions will allow us to have oversight over whether orders are being placed correctly in accordance with our policies and workflows or not, and will reduce human error and required time to fix the errors.

This is a must have from our perspective! Similar behaviour already exists in other areas of Alma, e.g. admin users being able to see private sets.
