Allow for exclusion of "Not Yet Published" titles in Title Alert query
In order to utilize the Selection Plan Slip functionality coming in the March 2024 release, it would be helpful if we could exclude "Not Yet Published" titles from the Slip rules.
The use case we're concerned about is if a "Not Yet Published" title comes in on a Selection Plan Slip with only a print offer and an offer for the publisher site (ex. Routledge and Taylor & Francis), it's not something we'd want to firm order, but we would be interested in having it in DDA (but the DDA available offers haven't been added yet). If we reject it at the Slip stage, it won't get picked up later in the DDA part of the selection plan because the title has already been considered.

This is already supported in Rialto selection plans. If you go to the rule you'd like to edit, under "Condition" you can add a rule for "Availability" "Exclude" "Not yet published." This should create slips that don't include NYP titles.
