I spoke with support and they gave me more insight into this:
They suggested that I submit a request for cover-to-cover full text titles to be added to this collection for libraries that do not subscribe to 360 Resource Manager, 360 Counter, Intota Assessment, or Summon.
Here is more background from support: If your library subscribes only to 360 Core or to 360 Core and 360 Link, there are some limitations when searching for or working with zero title databases. These databases act as placeholders for resources that are not fully tracked in the Knowledgebase, such as abstract and indexing collections or databases with partial or incomplete full text coverage. Because 360 Core and 360 Link rely on cover to cover full text titles, zero title databases are fully available only to libraries that also subscribe to services like 360 Resource Manager, 360 Counter, Intota Assessment, or Summon.
Since JSTOR Global Plants is a zero title database, it will not be available for you to locate or subscribe to directly in the Knowledgebase. You can still create a library specific holdings database for it within 360 Core, but it will not be included in 360 Link. If you choose “Display In: 360 Core” on the Database Details page, the database will appear in your E Journal Portal as a link in the database list, although it will not function as a searchable or linkable resource.
Any titles you add within your library specific holdings version of the database will, however, be discoverable through E-Journal Portal search, separate from the database level link. If you are interested in using this workaround, you can refer to the documentation below on creating library specific holdings databases.
