Currently we can have a question appear based on whether a citation is held in print, electronically, or in the digital collection. It would be useful to also have the option of having the question appear based on whether the user has uploaded a file to the item.

Example use case: we configure a question "EU" and it appears when the item has Electronic holdings and the user has also Uploaded the file. This lets us confirm whether they really need both methods, and make sure that copyright clearance is dealt with, which we haven't been able to make work smoothly in these cases.
