Tasks in the reading list tasklist have a "Reassign" option, but this isn't available for tasks in the citation tasklist.

Some of our tasklists are for specific functionalities, but others might be either a copyright request or a short loan request - these are dealt with by different teams. Our copyright person needs to be able to work through the list and assign a task to herself if it's copyright-related, but also to assign a task to a short-loan person if it's for them. (And vice versa.) This would let her clear her own view of the list so it's easy to tell what's new.
