  1. User Purge should be made AFN aware and not allow the deletion of a user with active transactions or fines/fees at another AFN inst.

    I'm putting in a comment to show my support for this idea! Especially for those who use the AFN, it would be helpful if the purge users job would recognize when users have fines at other institutions.

    For institutions who use the AFN, having the option of "do not purge if there are active requests" would be helpful!
