Some of this has already been implemented in the new UI:
Citations: instructors can no longer set specific visibility dates per item.
Sections: Sections can still be hidden/display according to the section date. No changes are planned.
Lists: List dates will not impact the list visibility starting with the May 2024 release.

@Miriam We have courses that is running at many geographical campus (and libraries). Every library wants to make sure they have copies of the books, hence they want to see the reading list. It is of course possible to buy books for other campus libraries but every local library and librarian wants to look after their own collection.
Another case is that a reading list can be quite long and many libraries may collaborate in the control of it.
A third case is that at reaading list may contain different subject and have different librarians responsible for the sections.
The workflow we have today is that the first librarian that get the reading list go through it and buy books. Then they mark the first reference with an internal library tag. A sign that they have finished the list for that campus. They then assigned it to a new librarian that buy books for his campus. The last librarian set the list to complete. This takes time and it easy to forget to send it to the next person in line. It is also hard to know if you could expect more list because another campus is controlling it for the moment.
