When we add an item manually, a resource locate is run and a default citation status is added based on our configuration. But when we import items in a batch (eg via RIS import), these actions don't take place.

This means that items all import as "Being Prepared" instead of being automatically marked as "Complete" (if we have full-text online available) or being flagged for our attention (in other cases). We don't have a workflow to deal with this - due to low staffing we have to rely on automation - so we can't promote this batch import functionality to lecturers in the meantime.

When items are imported via batch (including RIS import or other batch import processes) the same jobs should run as for manual items, that is:
* resource locate
* automatic citation status calculation
* questions might be an exception - I can see it could be a bit trickier as it would need to prompt the user for potentially every item imported and would need to make it clear which citation each question is associated with. So this would be a "nice-to-have".
