Enable tags generated by questions to set item status
Currently the "revert_citation_status_by_adding_tags" options have no effect on citations that are tagged as a result of a question. This is because when the instructor answers the question and clicks "Confirm", first the tags are added, and then the citation is actually created.
Our use case is that if the instructor selects a certain answer, we want to apply a tag and based on that tag apply an automatic citation status ReadyForProcessing to ensure it appears in the tasklist for library staff.
A possible solution is to reverse the order of operations when the instructor clicks confirm: first create the citation (at which point rules like "citation_electronic" could kick in) and second add the tags (and the "revert" rules can kick in).

The Leganto Question Pop-up should have more functionality like adding both a tag AND changing an item status. For example, our library has a Leganto Question pop-up that asks if a professor would like to put a physical book on reserve. This tags the book with the reserve tag. Library staff have to “check” all physical book reserves for this tag as those books need to have their loan policy and location changed as our physical book reserve is a different location than the General Stacks. If a professor answers "Yes" to the pop-up question, it would flag it with the Reserve tag AND set the tag to Ready For Processing (not visible to students) to give the library staff time to move the book and then change the item status to Completed when the book has been moved.
