When an institution has the last and only holding on a Network Zone record and withdraws it, for example with a large amount of electronic items, it would be useful and timesaving to be able to delete the now-empty Network Zone records related to those items in bulk, rather than individually. When there are hundreds or even thousands of such records, deleting them one at a time is impractical, if not impossible. And leaving such "ghost records" in the Network Zone is misleading and confusing for users. Being able to delete them as a batch (when there are no other holdings attached) from the Institution Zone would solve this problem.
