When you mention "interface language in account settings", you should distinguish between a default setting and one that has been actively set by the patron. My experience is that very few patrons a) know that this setting exists and still less b) actively select the option they require.This experience is based on the long path necessary to reach this option - relatively few patrons even know about it I suspect - , and on the low usage of the personal settings in general - according to the stats only about 1 in 10 patrons who use the account functions, visit the personal setiings screen.
The use case seems clear to me in the cited example. If a patron changes the UI to English, and then logs in, he/she shouldn't have to change it back to English again, and/or attempt to find/be expected to know that this is a setiing hidden deep in the account details. One (smart) possibility would be, that Primo asks "do you wish to change your default language?", and does it as required, with a reference to where it is done ("you can change it at any time in account/settings" or similar)
