Move Reporting Codes/Processing information to Approval
Currently, the indication of reporting codes and book processing is all part of the order information for titles. For some libraries, this information is not made at the selector level but at the approver level.
It would be nice if we could toggle this as an option per instance.

As a workaround, individual users can customize their carts to hide unnecessary fields. The easiest workflow may be to hide the fields at the institutional level and have individual approvers enable them.
