Agreed that this is a problem. We’re running into the same issue when setting up orders for consortia‑negotiated agreements that include multiple CZ collections. Since we can’t link a single PO line to several electronic collections from within the order, we’ve been creating Local Electronic Collections, attaching the POL to those, and then manually linking the POL to each relevant CZ collection via the Collection Editor.

The problem is that this workflow generates activation tasks that we can’t actually resolve unless we attach an unsuppressed bib record to the Local Electronic Collection. That forces us to create a bib record purely to clear the activation task, then suppress it again so it doesn’t appear in Primo. If we simply delete the activation task, the POL never moves to “Recurring Renewal”, which then disrupts our renewal workflow.

Given that this must be a common scenario for institutions working with consortia agreements and multi‑collection packages, it really feels like something Ex Libris should do something about.
