make tags of mandatory or optional reading as compulsory so that librarians know exactly which material to buy without having to clarify
if these tags were compulsory Liaison librarian wouldn't then have to clarify with instructors whether or not to buy material.

Did the [Item Request] Questions and Answers feature address this need? tagging via QnA can enforce a choice in this context although whether works as required am not sure.
