Do not publish to Primo bibliographic record if all its representations are inactive
If a record does not include any material that the end-user can display or access, then it should not be searchable in Primo.
For physical inventory, there is an option to enable the suppressBibWithSuppressedHol setting which means that if all physical holdings in a bib record are suppressed, then the bib record will automatically be suppressed from discovery.
This idea asks to add similar option to digital content (Alma-D): when enabling the suppressBibWithSuppressedRep setting, any bib record that all its digital representations are inactive, will be automatically suppressed from discovery.

The parameter "suppressBibWithSuppressedHol" – when set to true (hence, configuable and optional, not mandatory), suppresses the bibliographic record if the holdings records are suppressed and - just as you wrote yourself - works only when the holdings have no items. So this is exactly the behavior we expect from the digital titles as well. Same configurable parameter should enable institutions to decide according to their policies, if the digital title with only inactive/deleted representations, should be suppressed from discovery, or not.
The suggested analytics report might be a nice bonus but will not affect significantly the amount of the workload of monitoring and dealing with such cases manually.

Thank you for the idea. Alma does not support automatic suppression of titles which include inventory. suppressBibWithSuppressedHol works only when the holdings have no items.
We would rather avoid introducing such functionality which could cause undesired behavior for institutions. We can suggest customers to use analytics to produce reports on titles without active representations and run a job to suppress titles based on the output of the report. Please let me know if this could work for you.

As we use Alma as our institutional repository, there can often be “citation only” records with no items visible to the end user that we do need to publish to Primo.

We would support this as long as it is optional. As the provider of a National Bibliography we do have the need to publish bib records that do not have items visible to the end-user.
